Any messages that don’t have a health certification – as shown in the column for Health Certificate on the list of export messages – can have the Health Certificate added by the Non-Packer Exporter, by entering it manually or programmatically through their internal systems.
Health Certificates need to be added to a message so that, at time of import inspection, the message can be found through a search using the Health Certificate. For example; if a carton has a missing shipping mark and has a rejection notice attached to the product, the import inspection facility can remark the product by searching the Health Certificate number for the consignment.
